ANO Competence Center in the field of tourism and hospitality of St. Petersburg

According to the instructions of the President of Russia V.V. Putin (list of instructions following the meeting of the Presidium of the State Council of the Russian Federation, held on September 6, 2022, http://kremlin.ru/acts/assignments/orders/69735) St. Petersburg Tourism Development Committee for the development of a training system in the field of tourism and hospitality in 2022 created the ANO "Competence Center in the field of tourism and hospitality". According to the results of the work of the ANO "Competence Center in the field of tourism and hospitality" in 2022, 4 advanced training programs for the tourism and hospitality sector were developed:

1) Creative tools for business development in the field of tourism and hospitality (24 academic hours),
2) Creative approaches in gastronomic tourism (16 academic hours),
3) Creative approaches in the organization of excursion activities (16 academic hours),
4) St. Petersburg Friendly. Part 1. Features of the organization of tourist services for guests from India (16 academic hours).

The above qualification improvement programs have been created taking into account the needs of the labor market and the demands of the tourism sector of the economy of St. Petersburg. When developing programs, a competency-based approach was used, which made it possible to direct the learning process towards the formation of project competence and creativity (creativity), which are especially relevant for employees of the tourism industry in the context of modern socio-economic transformations. In 2022, 575 representatives of the tourism industry were trained under advanced training programs. Based on the results of monitoring the staffing needs of the tourism industry of St. Petersburg in 2023, it is planned to train up to 1,000 people from among the representatives of the tourism and hospitality sector in accordance with already formed and new educational programs, which are planned to be developed according to the needs of the industry in the context of digitalization and the implementation of sustainable development policies.

Taking into account the instructions of the President of Russia V.V. Putin on the development and approval of a sectoral qualifications framework for the tourism industry in order to describe and structurally classify qualifications that meet modern requirements for the tourism and hospitality industry (a list of instructions following the meeting of the Presidium of the State Council of the Russian Federation, held on September 6, 2022, http://kremlin .ru/acts/assignments/orders/69735 ), a decision was made to develop an industry framework jointly with the FUMO, UMO and the Committee on Labor and Employment of the Population of St. Petersburg and public and professional organizations in the field of tourism and hospitality, at the first stage on the territory of St. Petersburg, in the future with the possibility of scaling throughout the country. In 2022, ANO "Competence Center in the field of tourism and hospitality" developed a matrix of an industry qualification framework for the tourism sector, which in 2023 will be developed in the course of harmonization of educational and professional standards, educational programs for the tourism and hospitality of St. Petersburg. The regional sectoral qualifications framework in tourism will become the basis of the system for improving the qualifications of the concept during the implementation of the concept of lifelong learning and will help form a system for confirming learning outcomes based on micro-certification.
